The Union Public Service Commission’s online application portal features four cards or modules for the purpose of registration and filling out online application forms. Three of these—namely: Account Creation, Universal Registration,
and the Common Application Form—are common or uniform across all recruitment applications handled by the Commission; candidates may complete these modules at any time.
Conversely, the fourth card or module is specific to a particular post or vacancy; it can only be completed within the stipulated timeframe mentioned in the notification
for the relevant post or vacancy. Applicants must apply online by utilizing the website https://upsconline.nic.in/ora/.
Once a candidate successfully completes the registration process on the online application portal, a ‘Universal Registration Number’ (URN) is generated for them; this number serves as a common or uniform identifier across all recruitment processes conducted by the Commission.
Upon completion of the specific application form for a recruitment drive, an ‘Application Number’ is generated. This number is unique to the specific post or vacancy applied for; for any future correspondence with the Commission, applicants must carefully preserve this ‘Application Number’ alongside their ‘URN’.
It is pertinent to note that the ‘URN’ will always remain unique and immutable; conversely, the nature of the ‘Application Number’ is dynamic—meaning that this number will vary for each distinct post applied for.
To assist candidates in filling out the application forms and uploading the requisite documents, detailed instructions have been provided on the portal’s Home Page as well as within each individual module.
To ensure that the entire process of filling out the application form and uploading documents proceeds without any hindrance, candidates are advised to first read these instructions with the utmost attention and to keep all necessary documents prepared in advance.

1. Eligibility Conditions:
A. Citizenship:
A candidate must be one of the following:
(a) A citizen of India, or
(b) A subject of Nepal, or
(c) A subject of Bhutan, or
(d) A Tibetan refugee who came over to India, with the intention of permanently settling in India, before the 1st January 1962, or
(e) A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, or the East African countries—Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia, and Vietnam—with the intention of permanently settling in India.
Provided that a candidate belonging to categories (b), (c), (d), and (e) above shall be a person in whose favor a Certificate of Eligibility has been issued by the Government of India.

Online Recruitment Applications are invited through the website https://upsconline.nic.in/ora/ for direct recruitment by selection to the aforementioned posts. The receipt of applications will commence on 11-04-2026.
The closing date and time for submission of Online Recruitment Applications through the website is 18:00 hours on 01-05-2026.
The prescribed closing date for the submission of Online Recruitment Applications shall be treated as the date for determining the eligibility of all candidates in all respects.
Applicants are advised to fill in all their personal details in the Online Recruitment Application with extreme care; as the submission of incorrect information may lead to the rejection of the application through the computer-based shortlisting process, in addition to the imposition of a debarment from appearing in future examinations by the Commission.
The date of the Interview will be intimated separately later; on the said date, shortlisted candidates must appear before the UPSC along with print-out copies of their online applications and other necessary documents.
Note: In the case of a candidate for whom a ‘Certificate of Eligibility’ is mandatory, their application may be considered by the Commission; and if they are recommended for appointment, a provisional appointment may be granted to them, subject to the issuance of the requisite certificate in their favor by the Government of India.

C. Minimum Essential Qualifications: All applicants must fulfill the essential conditions prescribed for this post, as well as other conditions stipulated in the advertisement. Candidates are advised to ensure, prior to applying, that they possess the minimum essential qualifications prescribed for the respective posts.

(c) On the basis of greater experience in the relevant field than the minimum experience prescribed in the advertisement.
(d) By counting experience acquired either prior to or subsequent to obtaining the essential qualifications.
(e) By taking experience into consideration even in cases where experience is not specified as a component of either the Essential Qualifications (EQ) or the Desirable Qualifications (DQ). (f) By organizing a recruitment test.
Candidates Must Ensure Their Eligibility for Recruitment:

b) The age limit indicated against each post represents the general age limit for EWS/UR (Unreserved) candidates; however, this age limit is relaxable for SC/ST/OBC/PwBD candidates—specifically, up to five years for SC/ST candidates, up to three years for OBC candidates, and up to ten years for PwBD candidates (applicable only to those vacancies reserved for them).
SC/ST/OBC/PwBD candidates must submit a caste certificate prepared in the prescribed proforma. For information regarding age relaxations or concessions applicable to other categories of applicants, please refer to the relevant paragraphs of the document titled “Instructions and Additional Information to Candidates for Recruitment by Selection.”
c) A candidate shall be considered eligible for community-based reservation benefits only if the specific caste to which they belong is included in the list of reserved communities published by the Central Government.
If a candidate indicates in their application form that they belong to the SC/ST/OBC/General category, but subsequently writes to the Commission requesting a change in their category, such a request shall not be accepted or entertained by the Commission.
d) As indicated against various posts in the ‘VACANCY DETAILS’ section, ‘Persons with Benchmark Disabilities’ (PwBD) may apply for the respective posts—even if a post is not reserved for them—provided that the post has been identified as suitable for them. However, such candidates shall be considered for selection to the said posts based on general merit standards.
Only those individuals possessing a minimum degree of disability of 40% or more in the relevant category shall be eligible to avail the benefits of reservation and other concessions/relaxations as permissible under the rules. Therefore, ‘Persons with Benchmark Disabilities’ (PwBD) may avail the following benefits:
i) Benefits of reservation and other concessions/relaxations permissible under the rules—available only when the degree of physical disability is 40% or more AND the posts are reserved for PwBD candidates.
ii) Benefits of other concessions/relaxations permissible under the rules—available only when the degree of physical disability is 40% or more AND the posts are identified as suitable for PwBD candidates.
e) In cases where a sufficient number of eligible candidates are not available for an interview against posts specifically reserved for and identified as suitable for PwBD candidates, the eligibility condition regarding experience may be relaxed (up to 50%)—so as to ensure the availability of a sufficient number of candidates in accordance with the prescribed criteria.
This relaxation shall apply to the number of years of experience, not to the nature of the experience.
f) Headquarters: At the specific location explicitly mentioned against certain posts; otherwise, anywhere in India.
g) Probation: Selected candidates shall be appointed on probation in accordance with the rules.
